In the wake of recent terrorist attacks, few areas of government policy could be in more need of serious attention than national security policy. The safety and security of the nation is the first and paramount task of any government. It is now inevitable that Australia is going to have to marshal more resources for our defence and security agencies than it has had to for a long time if we are to counter the terrorist threat successfully. And yet this must be done while at the same time remembering that Australia still needs to be able to defend itself in traditional state-on-state military conflict.

To achieve these objectives, the Australian Defence Force is going to need greater firepower, improved logistics, and improved mobility to better enable it to succeed in operations conducted both in Australia and overseas. It is also clear that our nation's police and intelligence agencies are going to require substantial resources in order to give us the earliest possible warning of any threat to national security that may occur.
